Tobacco Tactics

Tobacco Industry Monitoring Center

is a project of the NGO “Advocacy Center “Life”, which serves as an informational thematic resource on the strategies and tactics used by the tobacco industry to interfere with public health policymaking in Ukraine, including tobacco control.

The World Health Organization (WHO)

emphasizes the need to monitor such activities by the tobacco industry to effectively protect public health. The WHO Framework Convention on Tobacco Control (FCTC) requires signatory states to protect their health policies “against the commercial and other corporate interests of the tobacco industry”. The WHO FCTC highlights the essential role of nongovernmental organizations and other members of civil society not affiliated with the tobacco industry in monitoring the activities of the tobacco industry.

Project Purpose

is to monitor and document the methods and forms of tobacco industry interference, identify key influence groups, and inform policymakers, journalists, the expert community, and the public.

Analytical information on the website is based on in-depth monitoring of open sources — media reports, working group meetings, public information, data from civil society activists, expert organizations, and other stakeholders. 

The resource is organized into thematic sections that demonstrate the tobacco industry’s real strategies, from pressure tactics on policymakers to attempts to discredit tobacco control measures. Each topic includes specific cases from Ukraine, illustrating the scale of tobacco industry interference and its negative consequences for public health policy.
